Asian Military Evolutions: Civil–Military Relations in Asia

This book explores civil-military relations in Asia. With chapters on individual countries in the region, it provides a comprehensive account of the range of contemporary Asian practices under conditions of abridged democracy, soft authoritarianism or complete totalitarianism.
 
Through its analysis, the book argues that civil-military relations in Asia ought to be examined under the concept of ‘Asian military evolutions.’ It demonstrates that while Asian militaries have tried to incorporate standard, western-derived frameworks of civil-military relations, it has been necessary to adapt such frameworks to suit local circumstances. The book reveals how this has in turn led to creative fusions and novel changes in making civil-military relations an asset to furthering national security objectives.

US National Security: Policymakers, Processes, and Politics, 6th edition

US national security concerns have changed greatly since the previous edition of this book. The August 2021 collapse of the US military involvement in Afghanistan served as a stark reminder of the limits of US power, as did the inability of the US to deter the February 2022 Russian invasion of Ukraine. These developments reinforced the narrative that the emphasis on homeland security, antiterrorism, and nation building that preoccupied the US since the attacks of September 11, 2001 has given way to preparing for state-on-state conflict of various forms. In addition, US public opinion is more sharply divided along partisan and ideological lines, areas of common agreement are more difficult to find, and the nature of truth itself is questioned. This makes it an especially challenging time to reach consensus on controversial issues of public policy.

Military Operation and Engagement in the Domestic Jurisdiction: Comparative Call-Out Laws

This book scrutinises the call-out of the military in the domestic domain in a selection of 13 countries. Nation-states vary in their political-legal structures and all have their own history in the use of military personnel in domestic matters. Three recent events have resulted in increased domestic military deployment and have been experienced in most countries. In the security domain, there is the rise of Islamic State and increasing acts of terrorism, resulting in military involvement in policing. The other two have been increased humanitarian needs: the COVID-19 pandemic and the widespread flooding and fires following the changes in climate. These have brought increasing military activity domestically, even in established democracies. This comparative analysis incorporates historical developments and provides a rich multidisciplinary approach from political and social scientists to lawyers and military personnel.

Pathways for Irregular Forces in Southeast Asia: Mitigating violence with Non-State Armed Groups

An exploration of the roles that pro- and anti-government militias, private armed groups, vigilantes, and gangs play in local communities in the new democracies of Southeast Asia.

Scholars have typically characterized irregular forces as spoilers and infiltrators in post-conflict peacebuilding processes. The contributors to this book challenge this conventional understanding of irregular forces in Southeast Asia, demonstrating that they often attract solid support from civilians and can be major contributors to the building of local security — a process by which local residents, in the absence of an effective police force, develop, partner or are at least included in the management of community crimes and other violence. They analyze irregular forces’ dealings with political actors at the community level, explaining why and how forces are incorporated in and collaborate with legitimate institutions without using violence against them. Offering a new approach to dealing with irregular forces in Southeast Asia, contributors explore new theoretical frameworks that are better suited for evaluating irregular forces’ relationship to different security providers and the political environments in the region. Specifically, they examine case studies from Indonesia, Timor-Leste, the Philippines, and Thailand.

Moral Injury and Soldiers in Conflict. Political Practicies and Pulbic Perseptions

In the past decade, the concept of moral injury has emerged to address the potential moral impact of deployment. This book contributes to an interdisciplinary conceptualization of moral injury while, at the same time, critically evaluating the concept’s premises and implications. It paints an urgent and compassionate picture of the moral impact of soldiers’ deployment experience and the role of political practices and public perceptions in moral injury. Despite the advent of new types of armed conflict, the social-scientific study of militaries in action continues to focus on tools developed in the hey-day of conventional wars. These tools focus on such classic issues as cohesion and leadership, communication and unit dynamics, or discipline and motivation. While these issues continue to be important, most studies focus on organic units (up to and including brigades). By contrast, this volume suggests the utility of concepts related to mission formations – as opposed to ‘units’ or ‘components’ – to better capture the (ongoing) processual nature of the amalgamations and combinations that military involvement in conflicts necessitates. One assumes that management and organization studies is only about the rational, predictable, and manageable, and that military action is predominately irrational, unpredictable, and unmanageable; both assumptions are wrong. This book argues that the discipline of management and organization studies is highly relevant for the military in both peace- and wartime conditions, and for any situation in between. In all conditions, the giant and complex military organization needs to be structured, processed, administrated, led, and accounted for. Each chapter presented in this volume focuses on the contributions of founding thinkers in management and organization studies, with their work translated and applied to the military setting. These scholars are drawn from a variety of backgrounds, including organizational sociology, economics, political science, psychology, and engineering. Although the work of only a few explicitly refers to the military, the contributions of all these scholars are relevant in order to come to grips with security and military affairs. Social Media and the Armed Forces

Social media has fundamentally changed communication and interaction in today's society. Apart from being used by individuals, it is also omnipresent in public sector organisations such as the armed forces. This book examines the opportunities and risks associated with social media in the context of the armed forces from an international, social scientific perspective.It discuses the impact of social media in the everyday life of military personnel and analyses the extent to which social media influences their performance, be it as a distraction or as a source of perceived appreciation. It particularly highlights the representation of masculinity and femininity in military social media channels, since the way gender is portrayed on social media has an effect on how future recruits and – at the other end of the military career spectrum – veterans feel they are approached. The book also focuses on the new form of follow-up discussion, which enables the armed forces to interact with the population. On social media, the armed forces are publicly presented, and this shapes the public’s opinions on them. Further, the armed forces can use debates as a monitoring tool of society's attitudes towards them or towards events that have an effect on society. Conversely, social media can lend a voice to military personnel, allowing them to be publicly heard. As discussions on social media can only be controlled to a limited extent, the context in which the armed forces are discussed alters their sphere of influence and potentially leads to a loss of control. 


 

Global futures report: alternative futures of geopolitical competition in a post-covid-19 world.

This is a collaborative analysis with foresight practitioners and experts, including ERGOMAS members.

 The COVID-19 pandemic sheds an important light on the criticality of futures-based thinking to move us beyond conventional assumptions and positions. In today’s chaotic cycle of rapid change, growing complexity, and radical uncertainty, the national security establishment must develop the skills and flexibility to adapt to the unexpected. To be sure, the fallout from COVID-19 has revealed overlooked vulnerabilities for our supply chains, our society, our economy, and—most pertinent for this report— our national security strategy, which relies on all three.

The primary aim of this report is to disrupt how we conceptualize national security futures. Rather than arrive at “definitive” conclusions or prescribe budgetary, policy, or force structure recommendations, this document instead challenges us to consider how the future can defy accepted probabilities to affect the Department of Defense and the Department of the Air Force.

We are living far from “equilibrium system,” when novel and even catastrophic change are most likely. However, in every alternative future—no matter how severe or unexpected—there are always winners and losers. The organizations best positioned to seize and incorporate the exploits of the new order will be those with the capability to perceive, learn, and adapt even when the signals from tomorrow may seem utterly ridiculous today.

The Sociology of Privatized Security

The first book dedicated to the sociology of privatized security, this collection studies the important global trend of shifting security from public to private hands and the associated rise of Private Military and Security Companies (PMSCs) and their contractors. The Politics of Military Families: State, Work Organizations, and the Rise of the Negotiation Household

This book examines the politics of military families in relation to the tensions between the state, military organization, and private life. It elaborates on the tensions between the advent of challenging worldwide deployment for the military and the prominence of the home front. The volume aims to understand the dynamics of conflict and change within triad figurations at the macro (society), meso (organizational), and micro (family) level and is guided by the following overarching research questions: (a) What are the key issues in the three-party dynamics? (b) What tensions exist in these dynamics? (c) How do actors seek to arrive at a balance? What initiatives for change are made?

Breaking the Binaries in Security Studies: A Gendered Analysis of Women in Combat

The book focuses on the study of women combat soldiers and veterans in the fields of Security Studies and International Relations. Our book draws on Feminist theories in IR and aims to lead scholars to consider why and how women’s experiences should be incorporated into the analysis of violence, state violence, combat trauma, security and insecurity. The book explores the voices and silences of women who served in combat roles and combat support positions in the Israeli Defense Forces. The analysis, however, extends beyond the Israeli case insofar as the book offers general insights into the links between war, military and gender, trauma and gender, and politics and gender.

National Security in a 'Liquid World'

The articles in this collection assert, in general, that the political, economic, and social changes, as well as challenges to security now faced by the "West" (including Israel), converge to create a different agenda for analyzing security and strategy issues. The articles in the collection are (relatively) short and as they are written from within a think-tank and directed to diverse audiences, they do not include a comprehensive theoretical review. The Military as a Separate Society

Pauline Collins

The exercise of public power by the military in civilian Western democracies such as Australia and the United States demonstrates a tendency toward diminished responsibility for moral behavior. Pauline Collins argues that a different system of military criminal investigation and discipline outside the civilian justice system enables the military to operate like a coterie and can lead to a failure in the requisite moral standard of behavior required of military personnel and maintaining civilian institutional control. Collins argues that the justifications for separate treatment weakens both the military reputation and the practice of civilian control of the military as well as leading to an overall decline in morality and values in a democratic society.

Modern democracies face tough life-and-death choices in armed conflicts. Chief among them is how to weigh the value of soldiers' lives against those of civilians on both sides. Misremembering the Holocaust: The Liberation of Buchenwalf and the Limits of Memory

The year 2020 marks the seventy-fifth anniversary of the end of World War II. The ranks of those who experienced and witnessed the war grow thinner with every passing day. In anticipation of the inevitable passing of those with first-hand memories of World War II, extensive and aggressive efforts have been made to collect and preserve the personal testimony of those who were there. That testimony has mainly been preserved just as it was remembered and given. Human memory is not always trustworthy: some of that testimony accurately reflects what happened, and some of it does not. This book focuses on a single event on a single day in WWII, the day Buchenwald was liberated, how that day has been remembered, and how it has been misremembered.

Identity, Motivation and Memory: The Role of History in the British and German Forces

This book explores the connection between British and German officer cadets’ perceptions of the past and their motivations for enlisting in the military forces in the United Kingdom and Germany. Drawing upon qualitative interviews and survey data conducted at officers’ academies in the UK and Germany, the author offers a comparative analysis using differing approaches towards history and memory in Britain and Germany, while considering the roles of individual goals and societal orientations in the decision to enlist.

This book argues analysis of the CMR is distorted by the absence of consideration of the judicial arm, with the ‘civil’ seen as referring only to the executive and/or legislature. The civil courts approach to military discipline and the impact that has for CMR within — the United Kingdom, United States and Australia is investigated. The author concludes that by including the courts in the development of CMR theory militarisation of the civilian domain is discouraged. A paradigm shift acknowledging the fundamental role of all three organs of government in liberal democracies, for control of States’ power is essential for genuine civilian oversight.

An Army of Tribes: British Army Cohesion, Deviancy and Murder in Northern Ireland

Soldiers, Politicians, and Civilians: Reforming Civil-Military Relations in Democratic Latin America

Those dimensions are accompanied by a set of benchmarks and metrics that assess progress and compare one country against another. The Military and Liberal Society: Social/Military Relations in Western Europe

A wide variety of issues affected by liberal ideology, including conscription, conscientious objection, military mission, military ethics and the professional identity of soldiers are addressed in the book. The empirical analysis draws on the cases of the German Bundeswehr (from the 1950s onwards), the Swedish Armed Forces (the transformation after the end of the Cold War), and the British Armed Forces (from the beginning of the twentieth century onwards). The book’s examination of these cases reveals that specific policies, institutions and practices are preferred because of their relation to liberalism. Contrary to the notion of antithetical societal-military relationship, this book demonstrates that a meaningful adaptation of the military to the principles possessed by its parent society can be, more often than not, desirable also from the perspective of security strategy.

Jane Addams: Progressive Pioneer of Peace, Philosophy, Sociology, Social Work and Public Administration

This book examines the life and works of Jane Addams who was awarded the Nobel Peace Prize (1931). Addams led an international women's peace movement and is noted for spearheading a first-of-its-kind international conference of women at The Hague during World War I. She helped to found the Women's International League of Peace and Freedom. She was also a prophetic peace theorist whose ideas were dismissed by her contemporaries. Her critics conflated her activism and ideas with attempts to undermine the war effort. This book recovers and reintegrates Addams and her concept of “positive peace,” which has relevancy for UN peacekeeping operations and community policing.

Information Sharing in Military Operations

Perennial themes are the need for a holistic approach to information sharing—one that incorporates all the above enablers—and the importance of learning from experience, which should be the basis for operational planning. There is still considerable ground to be gained in enhancing the efficacy of information sharing in the context of defense and security, and the present book contributes to this goal.
